If you're the most followed person on Twitter AND you're Lady Gaga, I guess you have to come up with a novel way of announcing your new album. I mean, she can't just be like, Hey my new album is called 'Fred.' Go out and buy it or whatever. So it's not terribly surprising Gaga chose a photo of a new tattoo in lieu of a corporate press release, and she followed up with a clarification on how the album should be referenced: "Make sure when writing about my new album/project ARTPOP that you CAPITALIZE the title, *its all in the details* good morning twitter!"
Biffing the apostrophe on a tweet reminding 28 million followers that it's all in the details: priceless.
Anyway, so now we know her new album/project is called ARTPOP, but like the mystical double rainbow, what does it meeeeean? Here are a few fan theories for why Gaga chose this particular name:

But didn't she say we'd get the title in September? I think ARTPOP is more likely to be a song title or concept rather than album title.
It's true, Gaga did tweet the following in June:
Exciting news little monsters! I've played my new record for my label and will be announcing my new Album Title in September!
But if it wasn't the actual album title, I don't think she'd have referred to it as "my new album," right?
It's a tribute to Andy Warhol.
Gaga has said Warhol is a huge influence in her music and style:
Warhol said art should be meaningful in the most shallow way. He was able to make commercial art that was taken seriously as fine art ... [and] that’s what I’m doing, too.
Um. Sure. We all thought that egg stunt was fine art. Museum-worthy, even.
It's "artistic revolution through the potential of pop."

Finally, here's what Gaga said via LittleMonsters.com:
ARTPOP could mean anything. Pop art was a movement in the ’70s that is still alive now. [ARTPOP] is the music I’ve been making since [The Fame].
In other words, WHO KNOWS. It's a riddle wrapped up in an enigma served inside of a meat-dress burrito. No release date has been set for the new album/project, but it's expected to drop in late 2012 or early 2013.
