One of my favorite tidbits was a trick on how to tame unruly eyebrows. If you take an eyebrow brush, spritz a tiny bit of hairspray on it, then brush your eyebrows, they will stay in place. A makeup artist told me that one.
Another trick I learned was to use eyeshadow under your eyes instead of liner. This is especially good if your eyes tear a lot and the liner could get smudged. Using the eyeshadow wand, you can add color under eyes and for some, it stays on longer and won't smear. I used to do this in high school and still do.
One of the best and most universal pieces of beauty advice is drinking lots of water. The benefits are not only good for our health, but our hair, skin, nails -- everything.

kind of in the same vein as your second tip, sometimes i use mascara as a liquid liner. it totally works for a dramatic look.
As a professional makeup artist myself, these are some great tips. Also, you can buy products that turn any eyeshadow into a liner and help keep it water/smudgeproof. A great one that I use for my clients is by Cinema Secrets. You can buy it online, and it's only a few dollars. Dampen a liner brush and dip it into your eyeshadow. Then just draw a line under or over your lashline. Great if you want to try a trendy color but don't want to shell out the cash for a new liner.
