Chelsea of Seablanket.com made hers out of fabric scraps, but I'm thinking, in a bind, the rounded feather shapes could also be cut from a mix of paper bags and corrugated cardboard, maybe patterned with colored pens, and attached to a pillowcase or old dress with a glue or staple gun (found via A Beautiful Mess).
